Since illegitimate HRM doesn’t have transport powers in its charter, it can’t set speed limits within its jurisdiction.

So, now HRM is on its knees, asking the Province pretty please, will you amend the Motor Vehicle Act, since our 18th century system of governance doesn’t allow for any other options.

Now, if we’re lucky, maybe in a few months or in a year, illegitimate HRM will get an answer back from the Province.

If we’re really lucky, a few months after that, illegitimate HRM’s request will make its way through the Provincial legislature.
